Do the perfect agglomerate corks need to be laid down to avoid the cork drying out like natural corks?
 
Since they are made from pieces of natural cork that are heated up, compressed and molded together to make a single cork I would say yes especially if you were planning on storing them for any real length of time.
 
Anything with natural cork requires a side laydown method. If you don't have racks to do that, you can always leave them in the case, close the top, and just lay them down that way too.
