Insect Problem on my Marquettes

I noticed some tiny (1/8"), black centipede-like insects on the undersides of the leaves. They were chewing and making the leaf a lace-like structure.

Anyone know what these buggers are and what can I safely spray
to kill them?

That is some form of lepidoptera and looks like a climbing cutworm, but they are hard to tell apart. It may even be an armyworm as they are spreading across the state right now. Like I said, Sevin will knock them out.

The Japanese beetles will be flying soon. Sevin will take care of them
too, right?

It sure will. But don't overuse the stuff. Only spray if you have enough damage to warrant it. A few chew bites is not going to cause a lot of harm and will kill beneficials also.
