Noticed during the must stage the initial gravity readingsare lower than if left in the must for 30 to 60 seconds. What is the correct amount of time to get a proper measurement?
 
When your wine is fermenting there is alot of Gas"bubbles" coming up. That is why you may get a different reading. Dont worry wait a few days to a week and then draw out some and put in a hydrometer tube and check (tube is what the hydrometer came in)

If I am reading you correctly you mean when you first add water to the kit juice, you take a reading and get x.xxx. If you leave it alone for 60 seconds it might read x.xx+2. You should mix the juice very well after adding the water. I usually wait a couple minutes before taking the reading. That way the sugars can thoroughly mix with the added water and give a more accurate reading.
