Next question is if not this is apple what would you use to top it off with?

Secondaries look about perfect to me.
You should be good to go until bottling time. If you are planning on bulk aging in the same bottles then you might top off with a little dry white wine or even water shouldn't make much of a difference since they are so close to full now.
If it were me I'd just rack as needed every 2-3 months to get it off any lees and bulk age it just like it is (checking to be sure your airlock has water in it throughout).

I keep mine a little higher than that, but that is OK.
As far as topping off, I never use water. Get an inexpensive white wine and use that. You will have some more racking losses by the time you are done, and water would dilute the flavor.
