I don’t have a scale to measure out 2 oz of hibiscus for a 1 gallon batch of wine. Suggestions For a volume measurement to use instead like in cups?

You can make a "close enough" scale using a coat hanger.
And on one side, using any kitchen measuring cup, add 2 oz of water (or if you have a graduated cylinder, add 57 ml of water) as your base weight on one side, then add hibiscus on the other side till the scale levels.
Side note: You will probably need a lot more hibiscus than you think.
