Can't seem to get my wine above 18 even with the heating on. Does it matter?
 
What scale? I'm assume Celsius (64* fahrenheit)
Also what yeast are you using? Premiere curvee will ferment found to 10* C
 
It's a kit from Wilkinsons so the yeast all comes with it. It is fermenting ok. And it is in doors. Don't really want to stick it near a radiator as the heat will keep changing when the heating goes off in the eve.
 
at that temp it will just be a little slow...but will ferment.
lots of people here have used brew blankets, hot pads, etc to warm up there buckets....
 
I use seedling heating mats wrapped around my fermenters when needed, anything that you have handy, you could place it by the radiator for a bit, then cover it with a blanket, it will retain some of the heat.
Duster mentioned that the yeast you are using will ferment even at 10° C, you are well within the temp threshold, has your hydrometer indicate that your fermentation is stuck?
