Tomorrow will be day 7 of my primary fermentation when the instructions say you would normally move on to the steps for secondary, but my fermentation is still very actively bubbling in the airlock. So even if it is still bubbling vigorously, but has reached the desired sg for moving on, do I go ahead and rack it off and move on to secondary fermentation, or should i wait until the bubbling in the airlock stops?

If it's at the right SG then go ahead and move to secondary. The days are averages, at this stage the SG is the ruler and the basis for moving to the next step.
 
Most kits say to rack in secondary at 1.020 or lower. I usually wait until 1.010 or so. 1.020 does still have some activity. Will it matter? Probably not.
 
Careful if your rack too soon. The agitation releases co2 coupled with the still active fermentation can cause your wine to foam out the top of the carboy.
