Please define: Does that mean that you have reached a SpGr of 0.990 and that all the sugar has been converted to alcohol? I thought "Dry" meant that a wine was high in alcohol and very little fruit flavor? As you know, I'm new to this and just trying to understand the "what's, when, where's and how's".

Dry means there is little r no residual sugar left in the wine. The wine can still be loaded with flavor though. 1.000 or below is where you should be at.
 
No - Going Dry means that all the sugar has been converted into alcohol - so the presence of sugar is minimal to note in the wine.
 
"Going Dry" in some circles means drinking no more alcoholic beverages.
 
Dry doesn't mean high alcohol. if starting sg was low, it could be dry and low alcohol.It is a balancing act
