My parents have a 20 plus year old Concord grape vine that does well year after year. What is the proper way (if any) to take a cutting from it and plant at my house? What time of year, where to cut etc.

Anytime they are dormant you can get a cutting. I started some new ones this year in TN. I prunned in feb.
 
Concord vines are so cheap I would just buy one.

Yep I agree with the above if you just want 1 or 2. You can buy them just about anywhere.
