What, if any, effect does CO2 rising or suspended in the test jar of winehave on the actual SG reading? Also, my SG has been the same for several days and there is not any airlock activity but I see tiny bubbles rising to the top. I am sure it is CO2 but is it still fermenting?

The C02 can cause a bit of a false reading, but I don't think in most cases it is enough to affect things a lot. If you spin the hydrometer, it oves the bubbles away from it to avoid the bubbles rising the hydrometer much. If you had a lot of wine, you can take a test jar full of wine, put it in the microwave to heat it a bit, driving off the gas. Let it cool back to room temperature and take the reading. Best to throw it away afterwards-hence the reason I say if you have a large batch. I don't think the difference is worth the small amount it might be off.
