To much alcohol

I've made a wine from kohlrabi, but somewhere along the line I made a mistake and now the wine is 23% which makes the taste less then desireable.
Can the wine be rescued ? If not, what's the alternative ?

do bench trials with a sugar syrup. adding sugar will balance the alcohol. sugar will not necessarily sweeten but create a balance.
