Am I able to use the belt on the plastic 2 gallon beer fermenter?

You will have to fill the void as it wont wrap around it tight. I use an empty bottle when I use my belt on a 3 gallon carboy to keep the belt tight.

Absolutely, it is meant for plastic primaries. It doesnt get that hot, just warm enough to warm up your batch.
