Is my hard cider ready to bottle?

I have a beautiful 3 gallon carboy of hard cider but I'm confused about when I should bottle. The SG started at 1.070 and now it's at .997. I pitched the yeast three weeks ago and transfered to secondary a week later. There is about an inch of sediment at the bottom. Should I transfer again to get it off the sediment? When should I bottle? Or is it better to bulk age?
 
You could rack off of those lees and let sit a little longer to make sure nothing else is falling out. Is this crystal clear right now or does it obviusly need to clear more? Is the sg stable meaning the same for a few days in a row?
 
Apple usually takes some time to clear id rack it and then bulk age it for a couple months
 
It is just two weeks in a secondary.
So I would wait longer.

I would wait a few weeks and then rack.
