1st fermentation’s completed this is the Ph as I enter it into the 2nd fermentation. I believe I could add a wine with higher Ph, water, or sugar I suppose.
You should do nothing. At this point, you're ph reading is faulty, unless you remove all the CO2 in your sample. Wait until fermentation it's complete and your wine it's degassed to make any changes.
Any pH readings during or immediately after fermentation are strongly affected by the CO2 presence (Will register Higher than actual acid level) so they should never be used to make adjustments. Wait until you are certain the wine has de-gassed completely. (normally at least 1-3 months unless you intervene and de-gass it with a vacuum pump or other method.
