When is a proper time to plant muscadines, I am in zone 7-8 living in Alabama. I have been all over the internet trying to find out what time to plant. I am going to order from Ison's and even their website doesn't have exact month instuctions although they are shipping plants currently.

Usually the Spring. You want the Spring/Summer to get the roots and vines a good start to getting established. Nothing much will happen over the Winter with the root system like it would for say an Oak tree etc than can continue to grow. A vine will go dormant until it warms up and the sap starts to flow again in the Spring.
 
I think I planted mine in December about 3 seasons ago....

I am in Zone 9 though in south Louisiana.... if you plant them, make sure to bury them in hay or straw to insulate them........
 
I've planted them in spring & fall here ni N La (zone 8) & those planted in fall always did better.
