If I don't degas Apfelwein will stabilization still work and can I the add brown sugar to slightly back sweeten without restarting fermentation? I would like my Apfelwein with a little carbonation and I don't care if it's cleared.
 
Stabilizing should still work, yes.
Just make sure you dose it correctly & stir it healthily, to incorporate the sorbate & k-meta thoroughly.

And give it a day before you back sweeten with the brown sugar just to make sure your sorbate made its way through all the yeast.
