Yep, ag water use and land ownership are unregulated there. Ag water use is unregulated in a lot of states but they get more rain that AZ does. Dryland farming is getting to be a thing of the past in the Southeast. There are more and more wells and pivot irrigation, and the reason in an area where a lot of rain falls is simple: Guaranteed yields.

But anyway, the West is living on borrowed time right now. It'll be much different when the US has it's 400th birthday than it is now (or should I say IF the US has it's 400th birthday, lol...).
