What is this stuff in the neck of the carboy?

I just noticed this stuff today. I figure it must have happened when I carried the carboy from the kitchen to the closet a couple days ago. Should I try to get this stuff off? This is a US Elite Winery Cab Sauv kit.

I wouldn't worry about it, Its just sediment. You could wet a paper towel in a sanitizing solution and wipe it off if you wanted to.
 
Nothing to worry about. Looks like when you moved it that started to bring SO2 up (gas) and brought setiment up. You can do what Waldo said of leave it.</font>
 
all as they said.....one other thing that works if the sediment has not dried.....is to just do a gentle swirl and the clearer liquid at the top will carry the sediment away....often times early in a wine's life, the sediment is not settled and when you move the carboy the sediment that is riding high gets carried by the wave action against the *shore* of the bottle
