I have been told in the past that I should cut the vine when it reaches the wire so it will split and I can run one vine one way and the other the other way. Now, the nusery where I purchased the vines tells me to not cut the vine, but to train it one way and when the first runner comes out to train it the other way.----What say you ?

Either way works Bud. When you cut it just below the wire, both shoots that form the later cordons are of about equal size and strength. If you bend one over, it becomes dominant over the other shoot that forms the second cordon. They will even out over time, but for a while, apical dominance rules.
