I am a bit confused. What do you want to "restart"? If the wine is too dry, then that means (to most people) that all of the sugars in the original mst have been converted to alcohol, and there is no sweetness left. So the "cure" would be, as Craig (@cmason1957 ) says, just add some sugar before you drink it.

If you really want to deal with it all at one time, you can:
-open all the bottles
-dump into large container (~5 gallons)
-do bench trials to determin optimal sugar content
-add potassium sorbate to prevent refermentation
-add sugar to your liking
-rebottle

@6carboys, @sour_grapes presented a method of bulk sweetening, not a renewed refermentation. Trying to renew a ferment in a commercial wine is not a good idea -- the wine is finished and you're NOT going to improve it. Besides, fermenting it further will NOT fix your problem, that the wine is too dry.

If you're asking if you can sweeten the wine with grape concentrate, the answer is yes. You can sweeten it with any type of sweet product.

The easiest solution is to determine how sweet you want the wine. Then each time you open a bottle, decant it, add the desired amount of sugar, and stir well. Depending on how much and often you drink this wine, making small amounts of sugar syrup may help, as it will dissolve better.
