I am making wine from juice. Pinot Noir. A started back in October. Is it too late to add oak chips for flavoring?
 
Never too late. Many often have their wine sitting in Oak barrels until bottling day.
 
Actually, IMHO, you are at the perfect time to oak your wine.

Depending on your tastes, you will most likely want to leave your wine on oak chips for about 4 to 8 weeks. Once you rack again, you will have your early rackings out of the way. This means that letting your wine sit for 4 - 8 weeks will not be a problem.
 
I have made oaked and unoaked pinot noir. I like the unoaked MUCH better. Do you know for certain that you want oak for yours?

May be worth getting a commercial bottle that you like and tasting for oak.
