No Bud Break on a new Vine

I just planted in 8 new Pinot Noir (101-14 graft) vines in Southern California. Well, we had an early spring this year and all of them had bud break three weeks ago except for one. I'm watering about once a week since I planted them bare root only 6 weeks ago (in clay soil.)

Is there any way I can encourage bud break on the stubborn vine? Less water? More water? Should I Prune off a piece (above the buds) and make sure it is green?

How long should I wait? I want to make sure the vine isn't dead! :slp If it is dead I'm going to have to hunt down a replacement green potted vine (with same graft) which is going to take some time.

I would give it a while more to begin growing. If it doesn't grow after a few more weeks, contact the supplying nursery and ask about a replacement.
 
I have one Pinot Noir vine that finally is starting to show some signs of waking up, the rest of mine (all four) have been leafed out for a few weeks. I am in Norcal, hope your little vine makes it okay!
 
Thanks for the responses! Nothing yet but we are getting some rare April showers today here in So Cal. Plus some hot days later this week so I'll just let nature take its course and be patient.
