Foam on wine?

I'm currently doing a blush wine kit and racked it last night to the carboy after the primary ferm. Per the instructions there is a fair amount of space at the top, but what I'm wondering about is that there is a bubbly white blanket of foam over the entire surface at the top. Is this normal? It seems fine, smells great, the airlock is bubbling and all seems well, but I'm not sure why the bubbles are on top.
 
When you rack from primary to carboy the wine gets stirred and oxygen gets a chance to join the party. The yeast gets a wake up call at that point and will often put out it's last shot of good time gas. It's kind of like waking up someone at a party who was tired when they got there, had a few drinks and fell asleep. You wake them up and they're ready for a few more hours of partying.
