I've got a RJS Grand Cru Int'l BC Pinot Noir going, just racked from primary to secondary today, and lo and behold, I discovered a bag of oak chips I forgot to add to the primary. Having opened the bag, figured I should add them now instead of fussing with sanitizing them before the next racking.

So now we're going to find out whether the three weeks it's going to spend in the carboy before racking will be enough time (or too much time) with the oak .

The oaking is much faster during primary fermentation. You can save it after you rack and put it back in during clearing/again.
