I've been reading alot of recipes and I think I'm going to start with a Dragon Blood wine. However, in reading I think I'm going to need a primary container and 2 (?) Carboys? Extra one for the second rack. Is this right?

Its always nice to have extra carboys around. You can always rack back to your cleaned empty bucket (primary) rinse your carboy of sediment, then rack right back to the carboy if you have no other carboy handy.

But you will wind up shopping for more carboys soon anyway. Might want to keep a close eye on Craigslist now.
