Have a year old Malbec from Chile that I'm not happy with .. Can I mix it with a new batch I'm doing or should I wait til fermentation is done?

If it was me, I'd finish the ferment first and even then wait another 6 months or so before blending. You may like it at 30/70% not 50/50 but it's probably safer once the new one has matured at least a little bit.

Wine makers mix wine to enhance aroma, to improve the colour,to raise or lower acidity or to adjust the sweetness of wine.

Best way to describe it is flat. No aroma bland pallet
Sal is right in saying sometimes adding bad to another is going to get you just double the bad.
If you do decide to try blending, which does work sometimes, I would suggest doing a bench trial with small quantities working with maybe 20-80 ratio and working up til you find the ratio that works best then blending them. In most cases just throwing a 1-1 doesn't work.IMO
