Fermenting or degassing?

I started a batch of carrot wine last month. On November 14, with an SG of 0.992, I racked into my secondary. A month later, I'm still seeing a fair number of bubbles. I still haven't seen my airlock move, but I can clearly see a few bubbles running their way up the side of the jar.

Is my wine still fermenting, or is it just degassing itself?

My apple wine that I racked into the secondary on Oct 31 never displayed this behavior (those are my first two batches of wine).

.992 basically means finished fermentation. I've never made carrot wine, but in a month it would be finished even if the temperature was fairly cool. Ergo, it is degassing itself.

Now I have a question for you...why haven't you taken another sg reading? That would tell you what is happening for sure. Odds are the sg is still .992.
