Degassing is done after secondary fermentation, correct? (For red wine from juice).

After its basically done fermenting and I have an SG of about 0.995, then do I want degas it?

Yes, degas only after your wine is finished fermenting or youll just be wasting your time as fermentation creates this C02.
 
Remaining CO2 will slow clearing as it will hold particles in suspension. Degassing prior to a finished fermentation will just be spinning your wheels.
