My vinegar seems to be fermenting.

I used some cider vinegar from the health food store.--- THE KIND THAT IS UN FILTERED AND NOT PASTURISED. I used 1/2 cup vinegar and 1/2 cop red wine dlutedto 50% with water by addindequal partswater to the wine.
After it set for a few days, I noticed the jelly looking stuff forming on the surface.
Ive since added more red wind again diluted by 50% with water.
BTW im using a sun tea jar with a spiggot.
The opening is large for plenty of air and i have it covered with a cloth held in place with a rubber band.
In a month or so i'll filter it into a jug with SO2 to kill the growth of the acetetic bacteria. i SHOULD END UP WITH AT LEAST1/2 GALLON OF WINE VINEGAR.
That will last me a long time.
