Is that to drop ph or TA by .1

Am making some merlot from grapes my ph is 3.8 I know I should add some acid but I have not tested TA yet to find out how much to add. Does anyone know if I can test TA and add acid during fermentation ?

I think that's a great deal I paid about $40.

I am new at this but I was told you add it during fermentation when the brix are around 14
