When to top up and how far???

You need to be about 2" below the bung when it is done fermenting. Best to degas your wine before topping up to allow room for doing so.
 
If you don't have a wine thief yet, you might want to get one. After you top up, whenever you need to do something with the wine take a bit out with the sanitized thief, perform the action, like stirring/degassing and then you can put the wine back to top up again.
