Once its time to rack and the gravity is .990 then stabilize. Once added I would degas. (slowly)

Yes degas after stabilizing as it helps in clearing faster. once dedassed leave it for at least a MONTH before racking

Nope. Stirring should not be done at that point, as it might delay the clearing of the wine. The instructions do not mention stirring, because you are not sipposed to stir at that point.
