If you do not use herbicides and there is no chance of spray drift from a nearby source, then a few thoughts:
Cupped tattered leaves are often symptoms of eutypa. But I have never seen this disease in such young vines. This is a tough one. Might be some nutrient issue or mineral issue either too little or maybe too much, especially a sodic soils (which can produces similar symptoms). But could also be a soil structure issue where the vine roots are not forming properly (such as drainage issues).
I also see some edge leaf yellowing on the clover in one photo. I do wonder if this is an issue, and if it is, if it is a related issue (such as spray drift).
Actually I'm quite sure now that it's boron toxicity. We r planted on glacial till that is devoid of boron. We used boron in planting, essentially guessing at how much to use. Now I know, less is more.
