Activating yeast

I have a must ready for yeast and I followed directions for 71b-1122. At 15 mins I see no bubbling. Am I supposed to add sugar?

You should see activity providing the water or juice was warm. If you added it directly to the juice you will have to wait awhile to see activity.

I added it to water at 108f.
