Is there a pH meter that I can buy which I can use to test the soil in my area this autumn before planting and then use it again for making wine maybe a fe wyears later or would it be better just to get some pH strips?

a ph meter is a ph meter. it does not know what it is measuring. for soil you have to dissolve the dirt to get your value. Google the request and there is a procedure. if planning on plating grapes I would get a soil test from your county agent. The results usually make suggestions for amendment to the soil if you inform them up front that grapes are to grown.

I'd thought of getting the hach pro but it's $120CAD + ph4.0 calibration and the probes only last 2 years.
The clorplast test strips are around $50CAD and only meaure to 0.1 accuracy.
Milwaukee MW102 unavailable in canada and not much cheaper.

Isn;t there anything cheaper for a beginner?
