What is this?

I don't know but I had it in one section of the vineyard a couple of years ago. Didn't seem to harm anything.

If it is no longer there:

It was as slime mold.

If it is still there:

Maybe white mold (but that is a little high in the canopy for this mold).

Else, hard to say from a photo alone (I am not quite sure of the surface texture for example). There are, after all, 1.5 million mold species . Might even be insect casing.

It's still there and is in several places I've even seen it on some wild mustangs as well as these cultivates of muscadine I'm guessing.

Maybe time for a dissection. Is it gelatinous, fibrous, filamentous?

Gelatinous didn't look like a mold to me looks like white spit.
