My GUESS is that it is Sep. 20th. (That is Julian Day #263.) But I do not know.

Close! It is Julian date but it's the 1279 to key off of - per VineCo. 1=2021 and 279 = Oct 6th

Do these kits go bad? From that date - it was made a year and a quarter ago.

You should be fine. Check the yeast packet though. It might be good peace of mind to replace that yeast with a new one. Unless you know how the kit was stored for the last year.
