For my next wine (Riesling/Traminer) I was going to use the ICV D-47 strain. I checked and the ideal temperature range is 59-68 degrees.

The room I store my carboys in averages around 70-72 (coldest room in the house), so I was curious to see if a small degree difference would harm. If so, would placing the carboy in a container filled with a bit of cool water help counteract?

I not only place in a water bath, but drape a towel or sheet over the carboy wet the towel and direct a fan onto the carboy. the evaporation of the water from the towel will lower the juice temp . I have successfully got it down to 65deg with this method. also add frozen water bottle to the water bath.
