Stunted growth on young vines

Hello fellow grape growers,
I started a small vineyard in my backyard two years ago.
Most of my new vines are doing great except for two of them that did not grow more than a foot even on the second year.
Can any one advise on what to do?
Should I replace them, dig them up and replant them in the same spot, or somewhere else?

I would dig them up and investigate the planting hole. Maybe move them a bit. It’s amazing how some plants are just dissatisfied with their location but do well elsewhere.
