I live in the Sacramento area and have recently had an infestation of flying, tiny, white bugs on my vines. They don't appear to be hurting anything as of yet but I'm concerned they may be laying eggs in the fruit. Any idea what they are and what's the best insecticide to get rid of them.

Several bugs look like that its hard to tell without pictures what you have going on.
 
Sevin is a good broad spectrum insecticide with only a 14 day phi. Maybe give it a shot if you want. Insects are really never a good sign around the vines.
