Not enough leaves?

Does this muscadine vine look like it has enough leaves to ripen the grapes without being stressed?

I know very little about Muscadines but it does not look like it has enough leaves for the grapes to ripen. It takes about 12-17 leaves on a shoot to ripen the clusters on it and I don't see more than a couple on a lot of them.
 
This is the worst vine for being loaded with grapes and not many leaves. The shoots were stunted by some 2, 4, D drift early in the summer. Looks like the flowers and grapes were unaffected. I don't know if I'll ever get a normal crop here. I'm in the middle of corn, soy beans, wheat, and cotton crops. I'll be doing some snipping. Some of my vines have more leaves and less grapes, so I won't have to be doing much snipping.
