My yeasties are sleeping????

Hi folks, it's me yet again!
I have started two fermenting buckets in the last week,
My first one did very well with lots of yeasty activity.
Four days later I started a second bucket in exactly the same way as the first but this time there seems to be little or no yeasty life in this second bucket, any ideas as to what's gone wrong and how to remedy this sleepy yeasty problem??

Thankyou,
Im making a red wine.
I've crushed the grapes,
Used the hydrometer and worked out the specific gravity etc.
I've added the Camden tablets as per instructions and then after 24 hrs I've added a burgundy yeast starter and yeast feed, along with the sugar water.
I did exactly the same for my first batch which has fermented very vigorously but this second batch is doing nothing??

also what is the ph. high acid low ph must make it difficult for some yeast to get started. what is your yeast?
