looks like flower of wine. caused by air exposure or wrong ph or both. rack immediately starting to siphon from the bottom. leave the last two inches from the top. the bacteria changes alcohol to water and penetrates from the top to bottom. consequently the top of the wine is affected first. after racking do a double dose of K-Meta for the three gallons 1/2 tsp would not be unwarranted. taste the wine if still okay bottle and consume soon. long term aging will do no good.
