I toss mine after a year. I have never measured the difference in efficacy, but I know when I open a new bag I get a much stronger odor than when it's a year old. It's inexpensive too.

It definitely decomposes and loses strength over time, just use the old stuff for sanitizing solution.
 
I remember reading that Jack Keller throws his out after 6 months. When you think of the important job it has to do and the expense of the wine compared to the Campden it makes sense to be on the safe side.
