Potassium bicarbonate in conjunction with cream of tartar works in reducing tartaric acid but will it work on any other acids like citric acid?
 
Why not do a test yourself.

Take a liter water and add 10 gram citric acid.
test acidity by titration.

Add potassium bicarbonate and look what happens.
Test again by titration.
You can figure that out for yourself.......

The cream of tartar will do nothing on citric acid.

Good question, I dont know if seeding an acid with another acid will work though. They probably have different absorbortion levels.
