If I have a 10.3 % abv for 1 gallon of finished wine, how much would it decline by adding a 12 oz can of concentrate to backsweeten ?

How about 2 @ 12 oz cans ?

9.42% & 8.67%, assuming you have taken measures to prevent refermentation.

THAT's A LOT !! Of concentrate for a 1 gallon batch. 1 x12 oz can...??? Even for a sweet wine from a .992 start I end up with about 4-5 oz of simple syrup per gallon MAX!

You have done a bench trial right??
