I planted some concord and Brianna cuttings last spring ( root system not fully established) and as I figured they did not reach top wire last fall so a couple months ago I trimmed them back. Now there pushing a buds like crazy, I'm wondering if I should trim the buds off now and focus the froth to only a couple of shoots or let them go for a while before clipping?

You can just let them grow. They will be alright.

Agree, again. More foliage =more energy to produce deep roots. Don't worry about controlling them until they are established and producing fruit.
