I am just curious. I could not do it but I wander what it would cost to open a small restaurant or pub where you could make and serve your on beer or wine. I am talking making that on a small scale, larger than you would make at home of course.

I know the regulations would be tough to meet. Could that be done?

I know the equipment cost could be high but could you do it on a small scale and it be worth it.
 
You have a 3 part question:

1) Opening a restaurant or bar
2) Making Beer/wine
3) Serving Beer/wine

#1 and #3 are done all the time.
My guess that doing #2 is not much harder than #3. Now, if you were making distilled spirits, that would be much harder. Lots of micro breweries are popping up, so I doubt there is a huge hurdle.
 
I would check at the State level first. Some do not allow you to produce multiple types (beer, wine and spirits) in the same facility. I think I read about alternating premises in California but that might be for a contract (aka. custom crush) winery not beer/wine mix. Not sure can't do it here...
