Tannin mud ball

Every time I add tannin powder to my wine it ends up as a mud ball. What is the best way to do this?
 
Warm up about 1/4 cup (or less if you can get by with it) of water or wine. Completely dissolve the tannin it that, then stir that into your container of wine.

(The instructions, which came with the tannin, should have told you how to do it, but what I wrote will work.)
