Could it be herbicide in the soil? We've been on this site for six years and never used any herbicide, never, none, naught.

If you do not use herbicides and there is no chance of spray drift from a nearby source, then a few thoughts:

Cupped tattered leaves are often symptoms of eutypa. But I have never seen this disease in such young vines. This is a tough one. Might be some nutrient issue or mineral issue either too little or maybe too much, especially a sodic soils (which can produces similar symptoms). But could also be a soil structure issue where the vine roots are not forming properly (such as drainage issues).

I also see some edge leaf yellowing on the clover in one photo. I do wonder if this is an issue, and if it is, if it is a related issue (such as spray drift).

2-4-D herbicide an travel three miles on windy day and cause damage on sensitive crops like grapes.

Worst offender is county government spraying roadsides.

Actually I'm quite sure now that it's boron toxicity. We r planted on glacial till that is devoid of boron. We used boron in planting, essentially guessing at how much to use. Now I know, less is more.
